In the UK, is it legal to sit on the back of a bicycle?

Is it legal to sit on a luggage carrier whilst on the back of a bicycle?
I'm in the UK.

So one person is riding the bike and another is sitting on the back.
I've got a dutch bike and it says that the rack on the back can be used to carry people so I presume it's safe...would this count as being adapted to carry more than one person?

The weather is getting warmer so ill want to get out more, however such warm weather isnt great for a Pug to be overly physical in.. So im looking for Pet carrier that goes on the front of a bicycle and can hold dogs 7kg and over.. Ive looked all over Ebay and cant find one for such weight at all... Anyone else go cycling with their dogs? What do you use? My Pug is 6.5kg (Only 9 months, im sure hell grow more)
